Core topics

01

Organization profiles

Examine origins, development, leadership, structures, and stated objectives. Profiles will distinguish the organization’s own claims from independently documented information and identify the dates and sources used.

02

Ideology and propaganda

Study the beliefs, narratives, and messages presented by individual organizations. Analyze how they frame grievances, identity, and violence without treating an entire religion, nationality, or community as responsible.

03

Documented attacks

Review historical cases, attribution, victims, and wider consequences. Distinguish confirmed facts from allegations and consider what the record supports rather than assuming that hindsight proves a preventable warning.

04

Operating patterns and intimidation

Discuss tactics and operational styles at an analytical level, including the use of fear, coercion, and publicity. Public material will not provide instructions for planning, carrying out, or evading detection of an attack.

IST approach

Facts before labels.

Organization profiles will identify the relevant jurisdiction and date when discussing terrorist designations. They will clearly attribute claims, acknowledge uncertainty, respect victims, and keep historical analysis separate from operational instruction.
